Pirelli Vintage Rally Entrants - Cars must be in compliance with the FIA Appendix K provisions as outlined on the Appendix K page. - Vintage and Classic regulations to be added August, 1999.

Art. 1 ORGANIZATION
The rally will be run in compliance with the revisions of the FIA Rally Regulations as amended, which comply with the present Supplementary Regulations.

The following cars only may participate in the rally and must comply with the provisions of Appendix J: or recognized in North Amercian national classes**

Art 4A ELIGIBLE CARS - Vintage Rally

The following cars only may participate in the Vintage Rally and must comply with the same safety regulations and preparation regulations as other entries into this event. Cars eligible must be manufactured prior to 1988 and fit into the FIA Appendix K regulations, our be a mass produced automobile produced in the United States. All cars must have the engine that was originally installed in the automobile and have the same driven wheels as when manufactured. All cars must have the same type of safety equipment and preparation as the International Cars and will follow all the regulations spelled out in these regulations.

Vintage Rally cars will be given an average speed for each special stage and will receive no penalty for early arrival, but late arrive will be penalized at one point per second late. Vintage Rally entrants will also receive a set of route books and an in-car video with mileages of all the stages. All Vintage cars must have the same type of safety equipment and preparation as the International Rally Cars and will follow all the regulations spelled out in the official regulations. (Tentative Wording..please bear with us!)

A separate prize fund of a minimum of $30,000.00 will be developed for the Vintage Rally with appropriate awards. These awards will be given at the prize giving.


4.1 Permitted modification

a. Mounting of an underbody protection and of a protection grille in the front of the car.

b. Mudflaps
All the participant cars must be equipped with mudflaps at the driving wheels and at the rear wheels too. 

c. Windows 
The use of silvered or tinted films is not authorized on the side and rear windows.

4.2 Classes
Some of the classes will be combined into one for purposes of awards called Awards Classes - see article 13.1

Art. 5 ENTRY FORMS - ENTRIES
5.1 Any FIA competition license-holder wishing to take part in the various competitive rallies  and must send the entry form with the required fees, duly completed to NARA, 218 Main St #342, Kirkland, WA 98033 (note competitors must have an FIA License, all entrants must be members of the NARA© at the time of the event! Membership in NARA© is free.)

The entry form, together with the entry fees (money order, VISA/MasterCard/ American Express, check), must reach the secretariat, starting on August 1, 1999 and the latest on September 4, 1999, at 12:00 PDT noon. 

5.2 The maximum number of entrants is fixed at 120 cars. NARA© reserves the right to refuse any entrant for any reason, with the exception of FIA Manufacturers Teams.

Art. 6 ENTRY FEES - INSURANCE
6.1 The entry fees are as follows: 

6.1.1
a. $600.00 USD when the competitor is a member of the crew, competing under his own name or pseudonym and accepts the organizers' optional advertising. ($400.00 returned after returning the Motorola i-1000+ devices issued to you at scrutineering, balance donated to a 501c3 charity in the teams name)

b. $1,500.00 USD without the optional advertising.

6.2 The entry application will only be accepted if accompanied by the total entry fees.

6.3.1
Entry fee will be refunded to candidates whose entry has not been accepted

6.3.2
Entry fee will be refunded in the case of the rally not taking place.

6.4 The entry fees include the insurance that guarantees the competitor’s coverage for civil liability towards third parties as defined hereunder:

The policy will stipulate that the coverage is up to an amount of $1,000,000.00 per accident, as far as bodily injuries or death is concerned. In respect of material damage the coverage is up to $5,000,000.00 per accident.

Competitors must have automobile insurance valid for the United States, as soon as they enter the USA and for as long as they stay in the country. This insurance is available through sources at NARA©.

The event insurance cover will come into effect from the start and will cease at the end of the rally or at the moment of retirement or exclusion. 

The service vehicles, even those bearing special plates issued by the organizer, may never be considered as official participants in the rally. They are therefore not covered by the insurance policy of the rally and all risks remain under the sole responsibility of their owners.

Art. 7 ADVERTISING
A stripe of 10 cm maximum height may be affixed on the upper part of the windscreen and, provided that this does not interfere with the visibility of the driver, a stripe of 8 cm maximum height on the rear window. The competition numbers as well as the rally plates are reserved for the organizer’s advertising. Such advertising, is compulsory and may not be refused by the competitors. Cars will use the numbers supplied by NARA© for this event.

Competitors who accept the organizer’s optional advertising (B) must reserve the following spaces for it.

Art. 8 GENERAL OBLIGATIONS
8.1 Checking of the drivers’ helmets and equipment

Checking of the drivers' helmets and equipment will take place at the scrutineering, on Thursday, September 30, 1999 in the Seattle Key Arena.

8.2 Identity card
A card, considered as an identity card, bearing recent identity photos (4 x 4 cm), the signature of the 2 crew members, and all the particulars of the car. This card must be attached to one of the side windows of the car, for the duration of the rally. Failure to do so shall result in a penalty, which may include exclusion (see art. 10). 

8.3 Infringement card
There will be no such card 

8.4 Competitor’s apparel
Each competitor entering the competitive rallies will receive a special competitor’s jacket, shirt, and hat as a commemorative memento of the event. In addition a set of commemorative metal rally plates with the competitors number on it shall also be issued. Additional commemorative merchandise may also be given to the teams and will be covered in a bulletin.

8.4.1 Competitors will be required to provide a color photograph (preferably in a driving suit) of both members of the crew (slid, photo, or digital image), and a similar image of the rally car in action.  Additionally a complete rally biography of both members will be required.  NARA will be preparing a "stand" with an 11x17" color presentation of the team and car for the use by the competitors when the car is in service areas, on display, etc.  These displays can be kept by the competitor for usage at other events. 8.5 Plates - numbers

8.5.1
NARA will provide each crew with one front rally plate and one rear self-adhesive rally plate. The rally plates must be fixed to the front and rear of the car in a visible position for the duration of the rally.  

NARA is currently working with the Washington Department of Licensing on providing temporary license plates for each rally vehicle with their car number on it.  If NARA works out an agreement, these plates will only be valid for a short period and may be kept by the competitor as a memento.  (New 7/31/99)

The front plate must under no circumstance cover, even partially, the cars license plate. Such an infringement shall result in a cash penalty (see art. 10).

8.5.2
NARA will provide each crew with two front door panels and one panel for the roof (with the top towards the front of the car). These panels must appear on the car during the whole rally.

8.5.3
If at any time during the rally it is ascertained that any competition number or rally plate is missing, a cash penalty will be imposed (see art. 10).

8.6 Reconnaissance

NONE - Presence on any of the special stages within 60 days of the event is grounds for expulsion with NO apeal.

8.6.2 Video tape
All competitors will be provided with an in-car  video tape of all the stages (which has mileages indicated on the tape) on the date of closing of entry. 

Any presence on the course (stage areas), except as noted will be grounds for exclusion of the event with forfeiture of all entry fees. There will be NO appeal from this exclusion, the organizers word is final!

8.6.3 Route Book
The route books will be mailed to entrants along with the pre-run video tape-- any competitors wishing to pick these up at the NARA© office must notify NARA© of these intentions in writing.

8.7.1
The available fuel in the USA at Super quality (96 RON) contains 0.15 gr/l lead (ASTM D 2599), the Unleaded quality (85 MON / 95 RON) contains 0.013 gr/l lead and the Unleaded Plus (98 ± 1 RON) contains 0.013 gr/l lead. Racing fuel is also available in the Seattle area. A listing of suppliers in Western Washington will be posted on this web site.

8.7.2
not applicable (regarding FIA fuel)

8.8 Wireless communication
In order to ensure communication between cars competing in the Rally and their service vehicles, the following categories of wireless equipment are permitted:

8.8.1
Free, as long as the team has a license from the US Federal Communications Commission (FCC) to transmit on the frequencies that they are using. NARA© can provide additional information on obtaining these licenses.

8.8.2
Each crew will be supplied with two Motorola i-1000+ phone devices for their usage. If your car is for some reason unable to complete a stage or the event. The competitor must communicate to the organizers their situation and their location. Occasionally competitors will be asked to join into a chat session on the Internet. Competitors may not refuse this request without good grounds. The penalty may go as high as exclusion from the event.

8.9 Names of Crews and National Flags
The names of the driver and of the co-driver together with their national flags shall appear either on both front wings or on the rear side windows of the car. Any entrant failing to comply with this rule will be subject to a cash penalty (see Art.10).

8.9.1
When the drivers' names appear on the rear side windows the letters of the driver’s name must be white, of a maximum height of 10 cm in upper and lower case Helvetica bold face. The letters of the co-driver's name will be the same size as those of the driver’s name. The national flag of each crewmember must appear adjacent to the name. 

8.9.2
In case of glass breakage the cash penalty for not carrying the crew name will not be applied.

Art. 9 START

9.1 Official times throughout the entire rally will Pacific Daylight Time synchronized with WWV broadcast from Fort Collins, Colorado. All controls will have clocks that synchronize automatically with WWV every 5 minutes. This time is available to all competitors.

9.2 After the concert at the Key Arena on Thursday, September 30 1, 1999, all competitor’s cars will be moved (by a member of the team) from the Key Arena to the starting area located at the Microsoft Campus in Redmond, Washington. Cars will be left at this location overnight. Please follow the Marshals instruction on where to park your car.  Security for these cars will be provided. Once in this area it is to be treated as a parc ferme. Crews may enter the parc ferme 10 minutes before their start time.  Any delay will be penalized by a cash penalty (see art. 10). The first car will start at 9:00 am on Friday October 1, 1999 from the start line of special stage No. 1 (Microsoft Campus Super Stage). FIA seeded drivers will have an interval between their start times of two minutes. 

The cars that will start at two minutes intervals will be marked on the windscreen with a sticker. The sticker will be changed / removed after each leg. Each leg's sticker will have a different color.

At the end of each leg of the rally an additional number (4" tall) will be added to an area reserved for this number on the upper left corner of the number plate on the car door. This number will reflect the running order number of the car for the beginning of that leg.

9.3 Time Controls
At the time controls at the entrance of the Regrouping Halts, the crews may check-in before their target time without incurring any penalty. After the arrival of the cars at these time controls they will be immediately subjected to the parc ferme rules.

9.4 Service Parks
Service parks during during the rally will be organized. The speed of the cars in these parks must not exceed 30MPH. Failure to comply with this limit shall result in a penalty which may go as far as exclusion (see art. 10).  Service may not be performed outside of these areas with the exception in 9.10a regarding fueling of vehicles.  Fueling of vehicles is allowed in service areas,
but teams must have a fire extinguisher readily available during all re-fueling.  Any competitor not clear on the servicing restrictions should contact the organizers prior to the event for a clarification.

9.5 Spare Wheels
All competing cars may carry a maximum of two spare wheels with tires throughout the duration of the rally.

9.6 The distinctive signs of the road marshals and chief marshals are the following:

Post Chiefs: They will wear a NARA© officials jacket with the indication "Stage Captain" clearly marked.

Marshals: They will wear an official’s jacket with the indication Marshal clearly marked. 

The judge of fact at the starting point of each special control will have an official’s jacket with an armband clearly marked "Judge of Fact".

9.7 Closing time for special stages to all traffic:

The special stages will be closed to all civilian traffic two hours before the scheduled starting time of the first crew.

9.8 After the finish of the rally competitors will be free to take their cars out of the parc ferme once the results become definitive.

9.9 Scrutineering before the start and after the finish

It is necessary for the crews to be present at scrutineering. However, a representative of the competitor duly designated in writing may represent them. Cars must be presented to the scrutineers with the rally plates and competition numbers affixed.

A number of drivers and co-drivers will be invited to participate in on-line chat sessions during the day of technical inspection. Refusal to participate without just cause will be penalized by a monetary fine of $50.00.

The final scrutineering will take place at a parc ferme located at a point covered in a driver's bulletin..

9.10 Service vehicles allowed in the Service Parks:

No more than
four service vehicles per entered car may officiate throughout the duration of the rally. Any infringement may result in the exclusion of the assisted vehicle by the stewards. All Service vehicles must be registered and must carry Service Decals as described in a later bulletin.

9.10a Illegal Service (assistance) is grounds for immediate expulsion from the event. Assistance of any kind (parts, tires, fuel) may not be provided, stored, placed or given to any competitor between special stages.  This does not prohibit spectators from assisting a car out of a ditch, etc.  .  Service is only to be provided in designated service areas.  Teams are free to get gasoline, oil or other vehicle consumables at any service station (gasoline station) along the route, but will do so without assistance from any outside source.  The organizers of this event do not have a sense of humor when it comes to illegal service!

9.11 Accident Reporting (Appendix IV, art. 2.5)

If a driver is involved in an accident in which a member of the public sustains physical injury, the driver concerned must report this immediately to the organisers. If he fails to observe this rule the stewards of the meeting may impose on the crew responsible a penalty which may go as far as exclusion (see art. 10). 

9.12 Display of yellow flags in the special stages 
(Appendix IV, art. 3.2.3 / 4.)

During a special stage marshals will display, as far as possible, yellow flags in order to warn the crews about any serious obstruction. Any driver who receives the yellow flag must reduce speed. The Stewards may determine a time for that crew applying the principles of Article 19.16 of the General Prescriptions.

Should a driver fail to reduce speed in accordance with this rule the Stewards may impose a penalty which may go as far as exclusion (see art. 10).

9.14 Supplying notes, food and drink for the crew is not assistance. 

9.20 Media notes gathering
NARA's media group will be contacting some competitors between stages to gather media notes. Competitors will be contacted through their Motorola communications device, they must cooperate with the media group under penalty of a fine as described below:

Penalties for other infringements will be posted at a later date by the use of a driver's bulletin.


Art. 10 PROTESTS - APPEALS
10.1 Amount of the protest fee is $500.00

10.2 If the protest requires the dismantling and the re-assembly of different parts of a car, the claimant must pay an additional deposit of $500.00

10.2.1 For a protest involving a clearly defined part of the car (engine, transmission, steering, braking system, electrical installation, bodywork, etc.): Amount of $500.00

10.2.2 For protest involving the whole car: Amount of $500.00

10.3 The expenses incurred by the work and by the transport of the vehicle shall be borne by the claimant if the protest is unfounded, or by the competitor against whom the protest is lodged if it is upheld.

10.4 If the protest is unfounded and if the expenses incurred by the protest (scrutineering, transport, etc.) are higher than the amount of the deposit, the difference shall be borne by the claimant. Conversely, if the expenses are less, the difference shall be refunded to them.

10.5 Sum of the appeal fee

10.5.1 Amount of the appeal fee: $900.00

Classic Car Show

Trophies to to three cars in each class will be awarded.  A number of "prizes" will be drawn for during the day of the Classic Car Show on Microsoft Campus.  Awards will be presented at the end of the day. A special page on this web site is being created for the Classic Car Show.. under construction!  

Art 13 PRIZE-GIVING
Trophy presentation will take place on October 5th, 1999 at 11:00am at an area to be announced in Bellevue, Washington.  

Brunch will be served. 

Both members of the crew must attend to receive awards. Non attendance by either member of the crew without consent from the event Chairman will cause any prize monies and or awards not to be distributed.  Attendance is mandatory.

These may effect the 2000 NARA Motorsport Festival

Sporting Regulations:

          False Start (immediate application) - A false start will be
penalized as follows:

                    1st offence: 10 seconds;
                    2nd offence: 1 minute;
                    3rd offence: 3 minutes;
                    further offences: at the Stewards' discretion.

          These penalties do not prevent the Stewards from imposing heavier
penalties if they judge it necessary.

          Participation of new manufacturers - From 1 January 2000, manufacturers who have never before been registered in the World Rally Championship may contest a reduced number of World Championship rounds as follows:

                    In the first year of competition: at least 25% of the World Rally Championship rallies (unchanged).


                    In the second year of competition: at least 50% (previously 33.3%) of the
World Rally Championship rallies.


                    In the third year of competition: 100% (previously 50%) of the World Rally Championship rallies.

 Live Televised Special Stages -

                    1999 - Subject to the unanimous agreement of the competing manufacturers, the final stage of the Rally of Australia will be televised live with points.


                    2000 - From the year 2000, at all events of the FIA World Rally Championship, the final special stage will be televised live, with points according to the current World Rally Championship scoring system.

Technical Regulations:

          Kit Cars (2-litre, 2-wheel drive) - From 1 January 2001, engine performance of the different Kit Cars will be equalized by fitting a restrictor to the intake system. The diameter and position of this restrictor will be determined at the next meeting of the World Motor Sport Council (October 1999).

          Catalytic exhaust for Kit Cars - From 1 January 2000, all cars equipped with a kit (VK) must be fitted with a homologated catalytic exhaust.

          Catalytic exhaust - From 1 January 2001, for all groups, all cars must be fitted with homologated catalytic exhaust systems if this is obligatory in the country in which they are registered, unless the catalytic exhaust is not obligatory in the organizing country, in which case it may be removed.
